KS - Discussed with NC how the meeting was going to be run.
KB - Introduced SM as a new member to the Panel.
A general discussion was had as people joined the meeting.
KB - Introduced new members as they arrived.
NC - Opened the meeting explaining that she was a new Chair to the panel and went on to invite all members to introduce themselves.
Following the introductions NC asked if anyone had any questions before getting into the meeting.
NC - Went on to ask if members present had read the minutes. And agreed content.
NC - Invited the Policing Update.
KS - Stated that in terms of the policing update it is from the previous Panel meeting scores.
KS went on to say that feedback has been given to the officers (all bar one) to the officers involved. KS explained that the officer that has not been spoken to, is on long-term sick.
KS stated that all of the videos reviewed last time were scored between GREEN 1 and GREEN 3. In regard to the officers, they were pleased with the feedback and the scores. Therefore, there is nothing to feedback to the Panel.
NC - Pointed out that the Panel wanted feedback on, or any action taken from the last meeting. NC went on to say that one matter discussed was the timing and return of the videos.
NC asked if anyone commented on the above. NC appreciated that whilst overall they were good scores, this came up a lot.
KS - Asked if anyone knew of the male involved (name provided). The UOF was a Taser device, drawn and the subject was and red dotted.
HH - Requested that the Panel view the video.
Video 1 is shown:
Door is opened by a female, who is asked to stand outside by the car. Officer calls out male’s name and he shows himself at the top of the stairs. Officer explains he has a taser and asks if the male is carrying a knife. The male replies - No. The officer enters the bedroom and handcuffs the male to the back and affects the arrest.
HH - Explains that is the level of UOF in the video clip and invites NC and the Panel to discuss.

KS- Introduced Video 2
KS- Provides information. Video is showing an inside of a car.
The subject involved in this ‘job’ is a male (named) from Luton.
KS asks if anyone knows the person?
UOF is taser, drawn armed and red dotted, fired, and handcuffed.
The circumstances are at 8.27am it was reported that the male has been seen walking in public and in possession of a knife near to Dallow Primary School.
The subject was monitored safely by a member of the public whilst armed police were briefed and made their way to the location.
Armed officers arrived on the scene at 8.53am hrs and located the male in a doorway of the address.

KS provides information. Video obscured by officers’ arm. KS has a couple of angles.
The subject involved in this ‘job’ is a male (named) from Luton. KS asks if anyone knows the person?
UOF is taser, drawn armed and red dotted, activated.
At 9am hrs it has been reported that a male in a mental health unit in Luton is causing damage to the location and breaking glass.
The male was in possession of a metal rod and staff were having difficulty in getting close to him.
A further call has been made to officers stating that the male has left the ward and grounds and was travelling in an unknown direction.
Officers have located the male and engaged but the male has attacked the police vehicle with a metal pole and attempted to gain entry.
More officers have arrived leading to the force used.

NC - explained to the Panel the reason for the review was to see what can be approved or looked at in a different way.

KB - Reminded new Panel members about Stop and Search training on Sunday and advised that she had sent emails earlier today.
