IOPC recommendations - Leonard Flower-2013

This recommendation was made during an IPCC independent investigation into Bedfordshire Police’s contact with a man prior to the killing of Leonard Flower in Luton.

Recommendation

Bedfordshire Police should consider their policies and procedures relating to the receipt of emails at the Force Control Room, at the position known as Terminal 67 (the point at which all emails sent to the force control room are accessed) and whether these provide adequate guidance for operators of this position.

Bedfordshire Police policy R009 is in the process of being updated to reflect the IPCC recommendations. Also to include the NDM, THRIVE and the new Fast and Fixed Model for deployment of resources
